What is C/TPA?
A consortium/third-party administrator (C/TPA) is an organization that provides services to employers to facilitate their drug and alcohol testing programs. A C/TPA may manage a portion of an employer’s drug and alcohol testing policy or the entire program. The C/TPA may also take responsibility for compliance, testing, and record-keeping as an agent of the employer.

Pre-employment Screening
Ensure new hires are clear of substance abuse prior to onboarding through pre-employment screening.

Post-accident Screening
In the event that an employee is involved in a workplace accident, testing is required to determine whether drugs were a factor in the incident. Post-accident testing should be done within 12 hours of the incident.

Random Screening
Random screening is a program where the employer, uses a random selection process, selects one or more individuals from an employee pool to undergo testing. This is required for Federally-mandated, safety-sensitive workers. Eg: pilots, bus drivers, truck drivers.
Some non-regulated employers also elect to perform random drug testing on their employees to deter employee drug use.

Reasonable Suspicion Screening
Reasonable Suspicion Screening is performed when employers have evidence, or reasonable cause to suspect an employee of drug use. As this type of drug testing is discretionary, it requires careful, comprehensive supervisor training to ensure consistent application of the program across the workforce.
